I do love this masterpiece of animated cinematography but the 15 rating is quite justified. The breast touching is definitely meant in a sexual way since its done by a creepy man driven by lust for paprika's alter ego. He also then goes to sink his hand into her body from the crotch area (just not in the conventional way... he gets his hand under her skin) and rips her open to reveal her naked alter ego. Also its made clear that the same man gave sexual favors to an inventor to manipulate him.

I feel like Japanese people are way more talented then we are in west, but they don't like to stand out individually as people over here do. So I bet a lot of ideas get lost. For examples Japanese gaming industry dominated with original ideas that west copied later on. In last 5 years Japanese games have sucked, and yet there are gems that inspire western games.
